OSF's are intended to, if they monopolized the Open Source
"industry":
- Eliminate duplication of effort - The biggest question
concerning duplication of effort is: "Why do we need so many different Open
Source scripts that do the same as another?" In Open Source competition
is not needed, because there is no physical gain to compete for. Rather
than have 100 scripts that do the same thing why not have 1 that does it well?
However, 1 script that does every conceivable thing may be too large so
creation of scale-down or specialized tools would not be considered
duplication of effort.
- Raise or create an active development for its products -
Put simply, the more active the development the better the quality, and the
better your chances are that what you ask for will be in the next release.
Open Source projects tend to lose momentum even if it is a great idea because
of many different reasons, so in COSF it is easier to drop the torch to
another.
- Create products that actually do as is promised -
Lets say you have spent hours looking for a
script that does what you need, and find one that says in the description that
it can do what you need, however, when you check their website the script's
last update was two years ago, or most commonly there is no downloads because
the author lost interest and the project didn't make it past the drawing
boards.

Promote Contribution - When you want to help develop a project
(fix a bug or annoyance, or add some features) you must first be a member of the
project, which requires the lead developer give you access to CVS, which
requires the time of both parties, which opens the possibility that the emails
are never replied, or the project is dead, so most time the developer keeps the
changes to himself. Developers may be more inclined to share
their talents if they could just checkout a copy, edit it, and commit it without
hassling anyone.
- Long lasting support for its products.
- Bring together expert teams.
- Improve the talents of its members.
- Be a place to find good references and answers.
